Pentagon: Russia’s victory poses much greater danger to Ukrainians than cluster munitions

Pentagon explained why United States still decided to provide Ukraine with cluster munitions, despite their danger to civilians.

Colin Kahl, the Pentagon’s Deputy Chief of Staff for Political Affairs, named three reasons behind Washington’s decision to provide Ukraine with cluster munitions.
“The first reason is the urgency of the moment. The Ukrainians are in the midst of a counteroffensive. It was quite exhausting, because the Russians had six months to strengthen their defense. And the defense that Russia has built in the east and south is complex. It would be difficult for any army to break through it,” the deputy minister explained. According to the official, due to these circumstances, Ukraine is spending much more artillery shells than its allies can provide, and this may prevent them from fighting and advancing as part of a counteroffensive.
Secondly, Kahl emphasized that the decision to provide cluster munitions is not permanent, but rather serves as a “bridge” until the United States and allies create sufficient capacity to produce conventional 155-mm artillery shells.
“And thirdly, there is a strategic point. Putin has a “theory of victory” - that he will “wait it out” - Ukrainians, the US, Europeans, the international community - and just push his way through. Having failed in his blitzkrieg, he is now playing the long game,” the Pentagon deputy chief added, noting that this cannot be allowed to happen.
“I am no less concerned about the humanitarian consequences of this decision (to provide cluster munitions - Ed.) than anyone else. But the worst thing for civilians in Ukraine is for Russia to win the war. That is why it is important that it does not succeed,” summarized Kahl.
The American side emphasized that the cluster munitions Ukraine will receive have an unexploded submunition rate of less than 2.35%, while those already used by Russia on the battlefield have a rate of 30-40%, which is many times more dangerous for the population.
As a reminder, on July 7, the United States announced that it would provide new military package for Ukraine which included DPICM cluster munitions.
In 2008, more than 120 countries adopted a treaty banning the production, use and stockpiling of cluster munitions. The United States, the Russian Federation, and Ukraine did not join it.

Time for F-16s, support for them, AWACS, thermobaric bombs (fuel air explosives) and barrel bombs. We could also supply longer range missiles with TNT warheads and plenty of phosphorus bombs as well.(willy petes). That will show those Russians a thing or two.
