No, the noice can be blocked out.

It really depends on how close you are. A train passes three miles from my home, yet I can still hear its horn inside the house. Do those horns need to be that loud?

Yes. They do.

Because people are idiots. And they walk along the tracks with their ears plugged and think the train can stop on a dime.

And flying body parts is the kind of memory the engineer does not need to have.
