He said that that shows the police that a) you were the victim and b) that you’re a responsible,law abiding citizen.”

I see another side to that (just for the sake of discussion). You’ve just been through a very traumatic situation. If you call 911, they have your demeanor and your immediate description of what occurred recorded. You will not have time to think about what you say, and the operator is going to start peppering you with questions. Are you too calm? Are you hysterical? All that can come into play in court. One wrong statement can make the difference between self defense and murder. What do all lawyers tell you? STFU. Of course, if you’re the only one there you have to make the call, or shoot, shovel, and shut up.

3rd scenario, specifically concerning "display" of weapons - hoods aren't gonna seek interaction with the police, since they're likely to be sought for various reasons. Transients (aka homeless) the same, even moreso since they put more work into not able to be found or identified, many being on the run from distant jurisdictions. Calling in on yourself is setting yourself up for problems, more in some jurisdictions than others. Also the turds of society are figuring out the fine tuning on how to exploit the system against the law abiding and reverse the consequences onto them. The big factor is that police are withdrawing from pro-active work. Riding in like the cavalry to save any days is not realistic now for reasons I don't need to enumerate here, especially if any politically protected classes are involved. They're gonna do what they did with this situation. After the dust settles perhaps try to identify and find who they can and deal with them carefully as they can - for what it's worth.
