Maybe he wasn't read into the program. Or maybe he was and is pushing disinformation a la the Bennewitz fiasco.

I do not trust anybody who declares with certainty what the small percentage of credible UFO sightings are or are not. It's an unfortunate state of affairs, alas.

Scott Bray and Ronald Moultrie were pretty dismissive of the entire subject when testifying before Congress. They didn’t budge an inch.

Yeah, nobody running an intelligence agency can be counted on to tell the truth. Not even to their “overseers” in Congress. Perhaps especially not to them.
