ZULU time is 5 hours ahead of EST right now, which makes it 8 hours ahead of PST. Daylight Savings Time did not end until November, so in October ZULU time would have been 7 hours ahead of PST. The time stamp of the police video starts at Oct 0931Z (notice the Z at the end of the time), which would make it 0231 PST (where does someone get 2100 - that is 9 in the evening).
