It’s not rocket science to wonder why law enforcement weren’t doing their own forensics. I know that private labs are utilized often for testing and forensic work, but if this was a republican’s laptop in a high profile case, do you think they’d just let it go willynilly.
The most probably answer goes back to a disparate M.O. that the FBI and other agencies have had for the last 5 - 10 years in how they handle sensitve data. If it belongs to a political friendly, you sit on it, deny you even have it, lose it, and find places to send it and scape goats to destroy it. If it belongs to a political target, you examine it quickly and make the most salacious parts available to the the media via well established back channels and leaks.
