She basically engaged in hate speech and continues to engage in this tactic saying that civil unrest is warranted whenever you disagree with these deplorables and they are not in control. Civility will return, she says, ONLY when they dictate the world to everyone else. These are the words of a dictator, not someone who is civil and believes in freedom. At the core of what she is saying is that they have a right to subjugate everyone to compel them to work for their benefit.
