I guess don’t mess around with Australia rules.
Ranching is a huge part of the Australian economy, I would be damn serious too about allowing in imported goods from a country with a known livestock outbreak.
I’m hard pressed to believe hoof and mouth could survive the cooking process and be passed through a cooked item, but I can understand the stringent laws.
It’s a lesson to never allow the populace to be disarmed. It emboldened the tyrants.
