Because the AP stylebook requires that if you use 'teens' you must also add the phrases "just turning his life around", "on the way to teach Sunday school", "getting ready to go to community college", and optionally, "aspiring rapper".

why didn’t they just say Teens? Because as much as they support reparation theft and urban riots, they don't want to be seen as encouraging underage drinking. Only "teens" who are 18 or 19 can legally drink.
