Since he isn’t actually running anything or making any decisions other than what flavor pudding he wants he’s correct in denying any responsibility.
He denies responsibility the same way any criminal says “I din do nuthin!” He is wholly responsible for driving the country into a ditch. He has done so deliberately, by design. One cannot separate consequences of one’s actions into “I did that!” and “That’s not my fault!” when both follow on the heels of one’s deliberate actions.
