Are the Hawks “Dating” around this time of year?
It is Springtime. Maybe Hawkeye thought the Deputy was in his territory. Redwing Crows tend to do that too for a few weeks out of the year.

Looks like a Red-shouldered Hawk.
I’ve only been attacked by a Northern Harrier. And strongly threatened by a Cooper’s.
