The analogy has been used before, about cutting off a foot of length from the bottom of the blanket, and sewing it onto the top. The blanket is no greater in length, and there is an unsightly seam across the width of the blanket.

The sun still follows its course, where traditionally at its highest theoretical point in the sky, at the zenith, this has been called “noon” or “midday”. Twenty-four hours later, the sun is once again at the highest point in the sky, and again it is “noon”. No piece of legislation, ever, will change that.

By common agreement, the world has been divided into twenty-four time zones, running roughly along the longitudes some fifteen degrees apart. For convenience of local areas, some variations in these lines are permitted, but there are still peculiarities where a state may end up with two or more time zones, as the lines of the time zones converge the further north one travels. The time for the entire zone, from south to north, is set at some theoretical point in the middle of the zone, and is in a full hour’s increment when passing from zone to zone. That part is subject to legislation, and is for the convenience of scheduling arrivals and departures.

But just arbitrarily lopping one hour at the beginning of the day and tacking it on the other end, is an exercise in both sophistry and futility. Thee are still only twenty-four hours in a day.
