Listening to War Room this week and they were giving Rich Higgins much credit for a memo he wrote about problems in NSA. McMaster fired him for it but the guys said it became their blueprint going forward. I’m thinking Higgins was involved with Q. Higgins died. He wrote a book, The Memo.
