Are these physically fit young men? If so, they could be Spetznas, the Russian equivalent to the SEALs or Delta Force. Ditto for Chinese men who are young and fit. It is not unlikely that both Putin and Xi would place potential saboteurs into the United States, a task made easier by America's lax to nonexistent border controls.
