Gov. Andrew Cuomo has made it even harder for cash-strapped watering holes and restaurants to churn back to life — by declaring that a bag of chips is no longer enough to comply with the requirement that they serve food with booze.
His State Liquor Authority reversed course with that revised edict posted late Tuesday, which requires they sell more substantial food with alcoholic drinks to be in compliance with the recent executive order.
Cuomo last Thursday issued that rule, as well as a statewide ban on walk-up bar service, as part of his crackdown on violations of social-distancing rules.
According to the new SLA guidance, a bag of chips or nuts does not meet the food requirement, but “sandwiches, soups or other foods, whether fresh, processed, precooked or frozen,” do pass muster.

He says that soup is allowed. So buy some bulk chicken or beef broth and serve a “cup” for a dollar.

yes, I remember in 2020 wife and I were at an outdoor wine-tasting. The waitress had us all select a bag of chips/nuts from a basket - so we were deemed to have “ordered” food, and they were in compliance with the asinine NY State rules on eating while drinking.

They love to micro control, because they are communists, and that’s what communists do. They were put into office to turn this country communist, with money from soros, and that is their goal.
It’s a case study in government power going off the rails. It’s amazing actually.
The purpose of the laws is to make you miserable.
Not exactly what the country was founded upon, but we are now at the point where the Powerful people just get their jollies by hurting those who are beneath them.
It should be illegal.

Our local bar keeper went out and bought a Hot Plate and large pan - he boils hot dogs - that counts as food. But he cannot give the Hot Dogs away for free so he charges a dime. NY State is crazy.

THIS is what happens when liberals control things. It is comical that there are bureaucrats that sit down and micromanage these regulations.

NEAR THE END OF THE 19th century, New Yorkers out for a drink partook in one of the more unusual rituals in the annals of hospitality. When they ordered an ale or whisky, the waiter or bartender would bring it out with a sandwich. Generally speaking, the sandwich was not edible. It was “an old desiccated ruin of dust-laden bread and mummified ham or cheese,” wrote the playwright Eugene O’Neill. Other times it was made of rubber. Bar staff would commonly take the sandwich back seconds after it had arrived, pair it with the next beverage order, and whisk it over to another patron’s table. Some sandwiches were kept in circulation for a week or more.
Many bars were afraid to push back because Cuomo could pull their liquor licenses, it's an amazing abuse of government power. I only wish there was accountability.
I would go the other direction; I'd sell it for $50. That way I don't have people coming there just for the cheap soup and I can instead focus on selling alcohol.
And on the off-chance somebody is crazy enough to pay $50 for a can of soup, I just made 9900% profit!
I knew a fellow who managed a punk rock club in NYC in the late ‘70s/early ‘80s. Even then, NYC was coming down hardon clubs that didn’t serve food. After a warning, when the inspector came, he opened his refrigerator, showed a loaf of bread and a package of Swiss Cheese, handing him a menu:
“Le Swiss Cheese Sandwich: $7.00”
That was enough.
