Jackson County is Southwest Oregon bordering CA, so no, not DB Cooper or a Bundy victim. Also, these are only partially skeletonized so not from decades ago, more likely to be a homeless addict from last summer/fall.

During the spring/summer / fall, in the open, a body becomes skeletonized in about 2 weeks. Colder weather stops insect activity. Yt has a time lapsed video of a roadkill deer decomposing. Less than 2 weeks to bones.
