The picture clearly shows standard jersey barriers supporting painted plywood sheeting. I only see the fountain area surrounded, not the entire lawn.

I don’t think the crane has any relevance to the fountain area.

I agree that the crane is a different thing from the concrete wall.

The concrete wall does surround the fountain... but it appears to be MUCH larger, more than one might expect for construction or repair. Besides, who repairs their frozen fountain in the middle of January, anyways?
