Could there be a structure under the fountain and they can't have us know that it's there?
There are subbasements under the WH. I cannot tell if they extend under the north portico.

WELL there are some that say there is a whole lot of underground rooms an passages all over DC interesting theory tho...maybe the fountain sprung a leak into one of those an they have to patch the hole an dont want anyone to see...but Q said watch the water so we shall see
