I bet they mix it up with dihydrogen monoxide — a common industrial solvent used as a diluent for dangerous chemicals like roundup, bleach, and fishtank cleaner, that also has a niche veterinary use as a horse hydrator.

Chlorine Dioxide is used mostly for treating water for drinking... Depending on the concentration it is completely harmless when added to hydrogen dioxide (water). Calling it a toxic chemical is silly. We added tablets every 6 months to our emergency water supply at the fire station where I was a senior Hazmat Team Leader. I have no idea whether the group being reported on is made up of a bunch of nut balls, but the article was sure written by one.
