It’s unclear to me that he was being chased AT THE TIME he plowed into the parade. I haven’t read that there were police cars seen in pursuit of him. No witnesses have said so that I’m aware of. A cop did say over scanner that he tried and lost him. So what was happening AT THE TIME he hit the parade? Did he see it as an opportunity presented while evading LE? Had he planned it and a (rumored) knife fight inconveniently slowed his plan? Was he just trying to escape and (upcoming media take) “accidentally, in a panic, hit some people”...
