Code is a lot riskier than ballot harvesting, voting for the incompetent, etc. In most companies there is process for keep track of software changes that will lead back to the person who made the change and person who ordered it
I would agree in the instance where the company is run by honest folks.
Any enterprise needs to have software configuration control. It should be possible to see who wrote every single line of code, and when. Every line of code should go through some sort of peer review and software control board.
