Define "expressly illegal" for me. I mean c'mon man, burning cities, looting, walking into a store and walking out with thousands of dollars of merchandise are all expressly illegal (last time I looked) and those ain't getting prosecuted.
Hell, we had a murder in Chicago caught on video last week and the Crook County States Attorney refused to prosecute it citing "not enough evidence".

You should be Black or Hispanic. Bonus points for being lesbian or gay. If you are not in those groups, just fake it. Nobody cares if you believe the words or not. The people who matter certainly don't believe them.
Your target must be a White person who is not a Democrat, nor one of the rich politic elite. Don't mess with any Muslims either.
There is a special exemption if your target is a member of one of the favored minority groups who has gone off the reservation and expressed any sort of conservative opinion.
There is a double-secret exemption if your target is a member of a losing faction in one of the local power struggles and has become too inconvenient in their demands for the winners to tolerate keeping them around. Be discreet in this situation.
