I think your analysis is correct. Multiple people only got one shot, and didn’t want the second. That thought process will grow for third and fourth boosters.
Many will take every booster until death.
All the coming boosters remind me of the old Steve Martin skit about the Googlephonic stereo. If what you are doing doesn’t make things better, do it more to infinity.
