It may very well be clumsy. The intent is to run out the clock, by delays in bringing a suit before a judge who is likely to rule in favor of Larry Elder, then appeal any favorable ruling, kicking the date even further down the road.
It’s called “lawfare”. Not ethical, probably not legal, but run on a pure bluff.
