If it’s rare, then why are they are trying to change it?

These statements seem to become an exercise in the number of times the writer can include the word, “rare” in a single sentence.

To make it even more rare or eliminate it altogether? It isn't just about this one vaccine; it's about the platform. They want to be able to release other vaccines on their platform and the best way to do so is to refine it so it's as safe and effective as possible.
3 per million is a rare event. 0 per million is better than 3 per million when talking about adverse events, yes?
