All of this red tape makes sense if it is a ship pulling out of some war-torn country somewhere where there is not enough room on board for everyone who wants to embark.
That a company could put this kind of red tape up and still get people willing to pay extra for the privilege of spending their cruise in steerage is really an indictment of this country's cruising class.
It looks like resistance from the unvaxed may be a factor in filling the Cruise ships in the future.
