rare means less than 50%

That reminds me of a joke by SNL writer A. Whitney Brown:

There are a billion people in China. It's not easy to be an individual in a crowd of more than a billion people. Think of it. More than a BILLION people. That means even if you're a one-in-a-million type of guy, there are still a thousand guys exactly like you."

"Rare" used to mean something like 1 in a million -- that's "struck by lightning" odds.

Now, if you get a "rare" side effect of the COVID-19 vaccine, there are at least 1,000 other people just like you!
