Little offenses become big offenses.
The number of recruits dwindles, the veterans retire, the ones that are there ‘retire on duty’ waiting to put in their paperwork, the few ‘hard chargers’ continue to work until they get in trouble or indicted and if they survive the trouble they also retire on duty.....what could go wrong?
