Challenge the word “disenfranchisement”. A voter should - at least once - have to prove their enfranchisement before anyone can claim disenfranchisement.

To be enfranchised is to have a privilege or right based on a specific condition, like citizenship and age for voting. To claim the right, one has to prove the conditions are fulfilled.
