I think they're sort of the activist arm of the NFIB and former U.S. Rep. Dick Armey (R-TX) efforts to mobilize the more 'libertarian-minded' into mutually beneficial soft-money efforts. Grassroots. The model emerged from the late twentieth century, and proven decisive in helping Republicans win state houses in many cases.
Being libertarian and tax-exempt, they are not "with us" with regard to illegal immigration, however.
