WASHINGTON, Monday, April 1.

It is well understood here that there is a combination among those who propose to bid for the eight million loan to-morrow, to run the bids as low as possible. Washington capitalists are advised of the fact, and, if the New-Yorkers attempt to carry out their programme, it is quite probable that local bidders will secure the loan. Secretary CHASE understands this fact, and will probably check their speculation upon the Government.

THE LAST REPORT ABOUT SUMPTER.

It is reported that the Pawnee has been ordered to Charleston to take off Major ANDERSON and his forces. This is not authoritative, but is stated upon apparently good information. It is now quite certain that Fort Sumpter will be evacuated within a few days.

Forts Pickens, and those at Tortugas and Key West, will not be abandoned unless some new aspect of the case is presented. This may be relied upon.

THE MONTGOMERY COMMISSIONERS.

The Southern Commissioners expect advices from Montgomery to-morrow, containing important instructions, upon which they propose to act as soon as the policy is ascertained. They fully expect that Fort Sumpter will be evacuated some time this week, and have so advised DAVIS and Company.

OLD SPAIN WAKING UP.

The Spanish demonstration against San Domingo has taken the diplomatic corps here entirely by surprise. None of them had the slightest expectation of any such movement. They attribute it solely to the disposition of Spain to expand her possessions. The Spanish Minister here claims that Spain is advancing in material prosperity more rapidly, proportionately, than any other country of Europe.

SECESSION PROSPECTS IN VIRGINIA.

I have had a long interview with a member of the Virginia Convention, a strong Union man, to-day.
