It would go like California does. They put one issue on the ballot and everyone running has to take a side-no nuances. Issue one would be voter ID. Issue 2 would be finish the wall. Issue 3 would be school choice(think Covid). Issue 4 would be eliminate the income tax.
Prop 103 got voters off their dead behinds for the first time. Get enough states to get them on the ballot and the other states won't be able to ignore it.
Universal voter ID.
Universal term limits.
It would be like a Contract With America. Only done on a State level with national implications. Eliminating the income tax sounds far fetched but then so was Prop 103.
Do you really think those convinced of the need to ‘transform’ America care about referendums such as this?

I would add abortion to your two issues.
Judge Thelton Henderson was able to nullify a Calif proposition. Might be that we didn’t fight afterwards. You have a point. We need to get it out there. Don’t you think getting our people elected would be the result?
Voting on any such referendum would be as corrupted as the Nov. 2020 elections.
Also, any such referendums that appear on the ballots in Austin TX (and likely in other leftist areas), must contain a complicated structure, multiple negations, and euphemistic phrasings so that it is next to impossible to determine what the referendum is proposing to do (or not do) and what it will cost taxpayers
1. Create legal mechanisms for challenging fraudulent results in national elections, including removal of proven cheaters and banning them for life from holding office. Establish major penalties for conviction of election fraud at any level. Ban mail-in voting and unmonitored drop boxes.
2. Eliminate the FBI, BATFE, and DEA.
3. Ban all public employee unions.
4. Depoliticize the government and military.
There is no provision for a National Referendum. There is Article 5.
Paper ballots, hand-counted.
Election day means election day.

Before any new piece of legislation can be signed into law, two current federal laws must be repealed. It sunsets in 1000 years for reassessment.
The capital should rotate amongst regions and states. That lib boat anchor should be passed around to everyone treading water. If they want the higher pay and benefits federal employees should be rootless gypsies living and working out of tent cities, as well as all the private infrastructure that serves them.

Abortion was what the Thomas/Kavanaugh hearings were all about but not mentioned. Didn’t work but it gave us 25 years of Fienblum/Boxer. Trump lost too so this issue frightens both sides. Best to keep it low key.
