I was just researching whether you can still buy a dumb TV. Yes, you can, and there are some very nice ones available.
I got a decent 24” dumb TV last year for $100. Another 30 bucks for an over the air antenna, and I have over 80 channels, a bunch of them in high=def. If I want streaming, I can plug a laptop in by HDMI. I’m using it to sell my wife on cutting the cable.
