My understanding is, northern Cali as well a about 2/3 of the state inland is conservative, or at least sensible. If they try to redraw lines for secession, they’re gonna lose weight real fast.
How about EVERY state splits in two - North and South. Might be a problem - and maybe unnecessary - for the Carolina, the Dakotas and WV. Easier to resettle and draw boundaries.

If a majority of a state votes for secession then it goes. Secession is color blind. It doesn’t care whether you live on a farm or in an urban project.
