I your example the man is wearing clown socks. He looks like a clown. From the top he looks like a serious business man but you look down and he looks like a clown, and the brown shoes contribute to the effect. I’ve seen this kind of trend, I thought it was just hipsters being ironic by pretending they don’t clash, but apparently, like eating a snickers with a knife and fork, the look caught on.
I’ve always (since 1976) worn brown shoes with a blue suit.
Altho, I trend toward a more subtle, darker brown (cordoba)
It is standard fashion sense, not a trend.
The rule is, “the shoes match the belt” and “never wear black with navy”.
