The picture might mean that they see what is below the surface of the ice that the deep state is trying to keep hidden. I think ice is probably both figurative and literal in this context.

I agree. We have some bald eagle nests on our property (large mostly wooded) and I’ve spent time watching them. They will fly to a tree close to our back yard where they will perch motionless until they silently, stealthy, swoop down onto their prey. I hope the photo means just that and their prey is the DS.
