Where\How is 12/23/ a date for Pence to Constitutionally do anything, much less stop electors? Same for 01/06/2021?

There had been statements by others that Pence would have a role to play on December 23 in “receiving” the electoral college results. I think Ivan Raiklen was one of the most prominent who had tweeted and talked about Pence’s role. Also, I think Lin Wood may have retweeted this and emphasized this action. A number on FR thought this would be a defining moment for Pence....
