I’m guessing that what they really mean is that they were designed to allow people to “fix” bad data (which can be used to fraudulently change good data) with no audit trail.
Or something like that.
Machine: “Attention: Trump vote.”
Person: “Oh dear, that was obviously in error. We should change that.”
