- The vote difference will be so large that the enemy will need to create mass alterations of the vote.
We have not yet ascertained the scope of the attack.
- No clear indication of plan by enemy.
- Could take multiple activities to increase or even decrease the vote differences.
- Be aware that the activities are known and watched.

- When and how the vote is “called” among the media outlets will show the scope of efforts.
