WHY ...TO BE DETERMINED
WHAT were the circumstances, surrounding the theft and what is the corrective and punitive action resulting from the theft?
HOW did the theft physically occur and how did you locate the stolen documents?

Kinda reminds me of something I read awhile back about the confessional as being a way to surveil. Freaked me out because that never occurred to me.
