WHAT were the circumstances, surrounding the theft and what is the corrective and punitive action resulting from the theft?
HOW did the theft physically occur and how did you locate the stolen documents?

They found the CONTENTS of the package? How & where and by whom did the package become separated from its contents?

Kinda reminds me of something I read awhile back about the confessional as being a way to surveil. Freaked me out because that never occurred to me.
I could see a mailbox as a type of confessional, depending on how bad someone wants to know your business.
