I was never sure what the end-game was for that.
Maybe they were not great places, but the fix is to make the punishment for mistreating patients so bad that they would not do it. Also for falsely putting someone in jail or a mental hospital.

Simple. Create a whole new class of street bums who try to self-medicate with anything available, p!ss and sh!t on the streets, and generally spawn chaos so you can blame it all on those evil republicans. As bad as mental hospitals ever were they were better than living on the streets.
IIRC, both parties wanted it. For different reasons. The Rs wanted to remove funding and the Ds didn't think it was fair to incarcerate people who weren't serving a prison sentence.
