Germany: Dogs must be walked twice a day under new rule [and more]

The German agriculture minister has announced she will introduce a controversial new law that will require dog owners to walk their canine friends at least twice a day, for a total of at least one hour.
The rules would also forbid owners from tying up dogs for long periods of time or leaving them alone all day. Around one in five German homes has a dog; over 9 million dogs are kept as pets in the country.
Pets are not cuddly toys and their needs have to be considered, Agriculture Minister Julia Klöckner said Monday. She said her ministry was acting in accordance with new scientific research about dogs needs.
Dog breeders will also be hit by new legislation: They will only be allowed to keep three female dogs with puppies at any one time. The minimum area and maximum temperature for dogs living conditions will also be further regulated.

If you read their
Basic Law, you may conclude that it never left. Pay particular attention to Article 5, although Articles 1 through 19 (their bill of rights, albeit not in negative liberty format) ought to give pause as to how easily those rights can be taken away by the state.

As a second Generation German, I can say that we really like order. I can’t explain why, but it’s so damn true. The American in me struggles with the German side; fortunately the American side wins most of the time.

Im 2nd generation and I wonder why they cant get a functional government together that doesnt lean towards socialismBecause Europeans truly believe that socialism will liberate them. They take the example of the 2nd French Republic and their experiment with socialism and believe that failed experiment can somehow be perfected.
My studies of history point to this, however I am no scholar so maybe someone more knowledgeable can more succinctly explain it.

So what happens in the case of elderly dogs that might not want to walk for an hour a day?

Our daughter's 2.5 year-old 1,000 euro toy poodle gets walked at least 3 times a day, often four times. Sometimes she doesn't even want to walk (because of her short legs I guess) so I carry her out.

because there are lazy and ambitious people and people who want more and want to work to get it...but cant I can't remember the term Bastiat used and I'm too lazy to look it up right now, but I believed he called them looters. Too bad the French didn't read his flyers before it was too late.
