Personally I do not think either of these is a major factor.
Here is why I say that:

I watched carefully in the early days of March/April, when TESTING REALLY WAS AN ISSUE BACK THEN, and after a certain threshold level was hit (about 150K tests per day if I recall), ADDITIONAL TESTS NO LONGER RESULTED IN A MATERIALLY HIGHER NUMBER OF CASES. (This suggests to me that most people with symptoms or exposure are and HAVE BEEN getting tested, and that additional testing is not a major factor in the increased daily count of New Cases.)
I know my "Traveling Chinavirus Wave" hypothesis is sort of Physics-nerdish; and I don't know if wave dynamics is a field that is typically utilized by medical people who study viral pandemics; but I think it "Explains" what is going on.
Start by thinking of a stone dropped in a pond, creating ripples that seem to expand around the point of impact.
Now realize (not obvious!) that the molecules of water are not actually moving horizontally, they are moving vertically. What we see with our eyes is a movement of vertical peaks and valleys. This ripple in a pond is an example of a "Traveling wave."
Next think of ocean waves. These may seem to be thrown up by the wind, but think about it: THEY ONLY TRAVEL INWARD TO SHORE, regardless of which way the wind is blowing. This is a clue that ocean waves are also a case where the water molecules are primarily moving up and down vertically, but the visible "Motion" of the waves is inbound to shore.
In both these cases--the pond and the ocean--what physicists would say is actually "Moving" is the "Energy" of the wave, which is manifested by a vertical movement of the water.
Now, consider that out in the ocean those same waves exist which will eventually come crashing to shore ... but they are far less visible on the open seas.
The cresting of an ocean wave happens when the water gets shallower (i.e., the ocean floor is closer and hence more interactive with the traveling energy wave, causing it to CREST much higher than in the open sea).
This interaction of the sea floor (Let's call it "Population" in the virus analogy) with the traveling wave is easily seen in beach areas which have multiple sandbars at successive distances from shore. In those cases of multiple sandbar, we see the same traveling wave CREST as it passes over each successive one, getting apparently weaker in between.
But the wave between the sandbars has the same energy as when it is cresting over the sandbars.
CHINAVIRUS TRAVELING WAVE: I see the Chinavirus as a wave of "Energy", i.e., rate of spread from person to person, that has passed over successive "Sandbars", meaning, FIRST: the major cities of the northeast such New York, D.C, Chicago; and SECOND: the great cities of the south such as Miami, Houston, DFW, Phoenix and L.A. (and surrounding counties of all of these).
If my "Traveling Wave Hypothesis" is correct, the Chinavirus will move on south in the next few weeks (less than 4), and it will be clear it is finally departing the USA.
Watch out, Mexico, Central America, South America, Africa etc. (India has already started to flare up as the virus travels south, noting that ITALY IS ALMOST IN THE CLEAR NOW).
Your traveling wave might be correct but I think it also has to do with border jumpers coming in from Mexico and spreading it.
My opinion is that the Virus is being seeded in Republican leaning states so they can claim opening too fast as the cause and shut down again.
