I’ve talked with railroad police who mention there’s a fairly steep incline leaving the Los Angeles area, that thieves routinely bust off the locks and raid the containers when the trains slow to 5-10 mph.

The reason automobiles are shipped in enclosed (caged) rail cars is because, otherwise, the cars would arrive at their destinations stripped of salable parts. (Wheels, hubcaps, batteries and even engine parts.) This was accomplished by boarding the rail cars on slow curves, then tossing parts off parts at designated areas and then getting off on another slow curve.
