From observing the ghetto blacks in New Orleans I would say a majority of young males do not grow up in any recognizable family unit. Granny or Auntie gives them a bed and meals until 11/12 then they run the streets all the time dropping by for a diner or a bed or when the heat is on them. These males are true savages, the most primitive tribal peoples have a developed set of mores and taboos. These males have none other than violent tempers and self indulgence.

Left out one key factor about this group: they are the sperm donors who will create the next round of similarly situated feral males. The truly unfortunate corollary to this is that there are females who choose to have sex with such dead-enders who will leave them to deal with the natural result. There seems to be no future view of the kind expressed by the African immigrants in the OP.
