If you funnel donations into a superPac or 501C then to a democrat campaign or the DNC, it’s okay. Even if the original donation is foreign, because you have the intermediary. This is called laundering when it’s done by organized crime. It’s legal for democrats. I doubt republicans could get away with it, but it’s the swamp, so I wouldn’t be surprised if they do.
