Seeing cop cars surrounded by thugs makes my blood boil and I am hoping some smart FReeper can engineer a system where the metallic exterior of a car can be electrified to deliver a high voltage, "stune" to anyone touching it. If you can develop and market this idea, make a donation to FR with the profits

Those already exist. South Africa has a lot of kidnappings, and so there is a vibrant market there for James Bond style cars that do all sorts of things, including having a perimeter flamethrower as well as high voltage electrification.

My father said in the 1930’s they ran a wire (with defeat switch) from a coil and electrified the body.
The purpose was to stop yard dogs from jumping up, putting their front feet on the car, and scratching the paint.
He said it only took once.
Get a cattle or horse fence electric power supply. Some $50.
Drag a ground strap, insulated from chassis, along ground. Connect this to the ground side of the power unit. Connect the hot side to the chassis.
Have a way to turn off so you don’t get zapped when you get out.
Maybe you can find a 12v powered one online. Mine is 120v, so use an inverter in the car.
