BREAKING: The Secretary of The Army at the request of the president becomes the Governor of D.C. And has activated the National Guard
I am not finding anything further than the outlining of procedure on that tweet ... but anons note that POTUS already set this up as part of the COVID-19 national emergency.

No one ever heard of an “ARMY Admiral” commanding domestic forces, which is what I posted early evening that Brett Baier reported. He mentioned Sec of the ARMY, as well.
This military title makes sense. Money line was this Secretary is one “who acts in place of the governor” concerning assaults on our cities.
