Tragic case here several years ago. A young mother was jogging with her twin boys in tandem stroller. A car ran a stop sign and hit her. The twins miraculously survived but have had to go on without their mother, who did not. The driver was a 19-year old kid to admitted to smoking a joint five minutes before getting behind the wheel.

And yet our politicians sure do want that revenue.
