It was leashed but ready to kill our two dogs...who were the sweetest things on earth.
The guy wouldn't control his dog so my husband said:
"If you don't control your dog I'm going to SHOOT it."
Seeing the look on my husband's face the guy KNEW that my husband meant it. He WAS packing and he WOULD'VE shot the dog. The guy controlled the dog. Ahole.
